Last week, Clermont County Commissioner David Painter testified in support of Public Works reauthorization.

The Senate Finance Committee held its first hearing on Senate Joint Resolution which would put a constitutional amendment on the May 2025 ballot to reapprove the Public Works Commission’s State Capital Improvement Plan, according to the County Commissioners Association of Ohio.

Customarily, the SCIP is authorized in ten-year increments, and SJR 4 would continue at that pace.

If approved, the state would be allowed to issue $2.5 billion in general obligation bonds ($250 million annually) for public improvement projects across Ohio.

The figure would be an increase of $625 million compared to the existing authorization, which expires on July 1, 2025.

Painter, who is First Vice President of the CCAO, gave proponent testimony on the resolution.

In addition to his perspective as a county commissioner and an officer in CCAO, Painter highlighted his role as a past president of the Ohio-Kentucky-Indiana Regional Council of Governments.

Painter, in his testimony, discussed some of the real effects of SCIP on Clermont County.
