Monte Cecil
On Nov. 29, Clermont County Prosecuting Attorney Mark J. Tekulve announced the indictment of 60-year-old Union Township man, Monte Cecil.
On Nov. 28, a Grand Jury indicted Cecil for 44 counts, including: 1 count of Rape involving a child under the age of 13, 3 counts of Gross Sexual Imposition of that same child, 14 counts of Pandering in Sexually Oriented Material Involving a Minor, 20 counts of Illegal Use of a Minor in Nudity-Oriented Material, 5 counts of Voyeurism and 1 count of Tampering with Evidence. If convicted, Cecil faces 10 years to life in prison on the Rape in addition to 290 years in prison on the remaining charges.
Cecil was arraigned this morning at the Clermont County Common Pleas Court by Judge Haddad, who ordered a bond of $1 million as requested by Assistant Prosecuting Attorney Christina Dattilo.
Once Cecil’s criminal activity was brought to the attention of the Union Township Police Department, multiple Detectives worked tirelessly to comb through the numerous photographs and videos on Cecil’s cell phone and SD card. As a result, they discovered many photos and videos that Cecil took while sexually abusing a 9-year-old girl and a 10-year-old girl, all while they were sleeping. He also recorded himself masturbating by a child’s head.
Cecil strategically hid a video camera in his bathroom so that he could capture young girls and boys changing to swim in his pool, showering and using the bathroom. He didn’t stop at the children, Cecil recorded adult women and men using the bathroom as well. All of these photos and videos were aimed at the victims’ private parts. Cecil also had a camera in his living room.
His computer is in the possession of the Ohio State Highway Patrol, awaiting examination.

“Cecil gained the trust of these victims’ parents so that they were comfortable enough to allow the girls to spend the night with him alone and this is how he repaid their trust. My office will work vigorously to prosecute this disgusting pervert,” said Tekulve.
