Clermont County Prosecuting Attorney Mark J. Tekulve announces that a Clermont County Grand Jury returned an indictment against Roxanne Barbara Hayes (11/25/1988) for three counts of Theft, three counts of Telecommunications Fraud, two counts of Falsification, and one count of Tampering with Records, as well as an indictment against Billy Ray Goforth, Jr. (9/18/2001) for two counts of Theft, three counts of Telecommunications Fraud, and two counts of Falsification.
On March 14, 2022, deputies of the Clermont County Sheriff’s Office responded 2172 Ireton Trees Rd. for a 35 week old fetus who was stillborn. Roxanne Barbara Hayes and Billy Ray Goforth, Jr. were the parents of the 35 week old fetus. During an autopsy of the fetus, the Hamilton County Coroner’s Office found the fetus had fentanyl, norfentanyl, morphine, and methamphetamine present in her system and weighed 3.5 pounds. Through the Clermont County Sheriff’s Office investigation, it was discovered Hayes and Goforth had entered into adoption agreements with two separate families and had taken over $5,000.00 from the two families towards the adoption of the child. Further, while taking money from the families, Hayes also applied for assistance through the Department of Job and Family Services, alleging that she had not received any money, collecting another $2,320.00 from the Department of Job and Family Services.
Arrest warrants have been issued for Hayes and Goforth in this matter. Anyone with information on the location of Hayes and/or Goforth is encourages to contact the Clermont County Sheriff’s Office.
