New rabies prevention regulated passed by the county

RESOLUTION NO. 04-18

The Board of Health of the Clermont County General Health District met in regular session on the 14th day of March 2018, with the following members present: Dr. Janet Rickabaugh, Larry Cadwallader, Dr. Joseph Khan, Dennis Brown. Dr. Khan moved for adoption of the following resolution:

RESOLUTION TO REVISE LOCAL RABIES PREVENTION REGULATION 425 WHEREAS, the Board of Health of the Clermont County General Health District has the authority pursuant to Ohio Revised Code Section 3709.01 to adopt such regulations as are necessary for the public health, the prevention or restriction of disease, and the prevention, abatement or suppression of nuisances; and WHEREAS, rabies is a preventable viral disease of mammals most often transmitted through the bite of a rabid animal which infects the central nervous system, ultimately causing disease in the brain and death; and WHEREAS, the Board of Health of the Clermont County General Health District has determined that regulations regarding the immunization of all dogs, cats, and ferrets against rabies and other controls related thereto, in conjunction with Ohio Administrative Code 3701-3-29 and Ohio Revised Code Section 955.261, are necessary to prevent and restrict rabies in individuals and animals.

NOW, THEREFORE, BE IT RESOLVED, by the Board of Health of the Clermont County General Health District, that the attached Regulation 425 entitled Rabies Prevention be adopted, effective April 1, 2018.

NOW, THEREFORE, BE IT FURTHER RESOLVED, by this Board of Health of the Clermont County General Health District, that this resolution be published in one newspaper of general circulation that is in the Clermont County General Health District once a week for two consecutive weeks and that the first publication take place no later than 10 days prior to the effective date of the revision adopted herein.

NOW, THEREFORE, BE IT FURTHER RESOLVED, that this Board of Health of the Clermont County General Health District find and determine that all formal actions relative to the passage of this resolution were taken in an open meeting of this Board, and that all deliberations of this Board and of its committees, if any, which resulted in formal action, were taken in meetings open to the public, in full compliance of the applicable legal requirements, including section 121.22 of the Ohio Revised Code.
