Section 323.12 of the Ohio Revised Code provides for payment of taxes as follows: Each person charged with real property taxes and assessments or Public Utility property taxes on a tax duplicate in the hands of the County Treasurer may pay the full amount of such taxes on or before the thirty-first (31) day of December, or one-half (1/2) of such taxes are paid by the twentieth (20) day of June next ensuing.
