The Ohio Department of Transportation (ODOT) hereby notifies all interested persons that the proposed FY 2014-2017 Statewide Transportation Improvement Program (STIP) will be available for review and comment at thirty locations throughout the state. These locations are the Planning and Engineering Administrator’s Office in each of the twelve ODOT District Offices, the ODOT Central Office Division of Planning located in Columbus, Ohio and each of the seventeen Ohio Metropolitan Planning Organization (MPO) Offices during normal business hours from April 8, 2013 to April 19, 2013. The STIP identifies the statewide program of highway and transit maintenance, new capacity, bicycle, and other transportation related projects that will be implemented throughout the state over the next four years. The ODOT District Office serving your area is located at 505 South State Route 741, Lebanon, Ohio (800-831-2142). To facilitate the STIP review, the District Office will be holding an open house at their office from 2 p.m. to 4 p.m. on Thursday, April 11, 2013. TO CONTRACTORS
The Clermont County Board of Commissioners, in cooperation and coordination with the Clermont County Engineer’s Office will be accepting sealed bids for the furnishing of all labor, equipment, and materials needed to construct PROJECT NO. BA-10-12:Clermont County Airport Runway Repairs & Resurfacing, Phase B, in accordance with the Ohio Department of Transportation Construction and Material Specifications ( effective January 1, 2010 and its revisions and supplements), Standard Construction Drawings, Standard Bridge Drawings, Ohio Manual of Uniform Traffic Control, the State of Ohio Department of Transportation Bridge Design Manual, and other applicable standards in force on the date of letting and in accordance with the Project Specifications and Construction Plans on file in the office of the Clermont County Engineer. This project is located at the Clermont County Airport, in Batavia Township. The Engineer’s estimate for this project is $141,900.

The Board of Health of the Clermont County General Health District met in regular session on the 13th day of March, 2013, with the following members present:

Mr. Brown moved for adoption of the following Resolution:
RESOLUTION REVISING REGULATION 415 ENTITLED SEWAGE TREATMENT SYSTEM RULES TO ADDRESS SEPTIC SYSTEM ABANDONMENT WHEN HOMES ARE DEMOLISHED.
WHEREAS, the Board of Health of the Clermont County General Health District has the authority to regulate household sewage treatment systems pursuant to Ohio law; and
WHEREAS, the Board of Health of the Clermont County General Health District has the authority pursuant to Ohio Revised Code Section 3709.21 to adopt such regulations as are necessary for the public health, the prevention or restriction of disease, and the prevention, abatement or suppression of nuisances; and
NOW, THEREFORE, BE IT RESOLVED, by this Board of Health of the Clermont County General Health District, that the following language be added to Regulation 415-06:
U) When a home is demolished the STS shall be abandoned. If a new home is proposed on the lot the new home must have a new STS installed unless the existing system meets all the following conditions.
1) The Health District has a record of the existing Sewage Treatment System’s original installation permit or as-built. An exception for this requirement will be given to existing Aerobic Treatment Units (ATUs) in good physical and operational condition.
2) The Basic System Assessment record shows no history of failures on the last two completed assessments.
3) The number of bedrooms is equal to or less than the original home.
NOW, THEREFORE, BE IT RESOLVED, by this Board of Health of the Clermont County General Health District, that effective April 1, 2013, the revision to Regulation 415 Sewage Treatment System Rules, be adopted.
NOW, THEREFORE, BE IT FURTHER RESOLVED, by the Board of Health of the Clermont County General Health District, that this policy be recorded and certified to become a part of the record of local regulation by the Board of Health of the Clermont County General Health District.
NOW, THEREFORE, BE IT FURTHER RESOLVED, by this Board of Health of the Clermont County General Health District, that this policy be published in one newspaper of general circulation that is in the Clermont County General Health District once a week for two consecutive weeks and that the first publication take place no later than 10 days prior to the effective date of the revision adopted herein.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that this Board of Health of the Clermont County General Health District finds and determines that all formal actions relative to the passage of this resolution were taken in an open meeting of this Board, and that all deliberations of this Board and of its committees, if any, which resulted in formal action, were taken in meetings open to the public, in full compliance of the applicable legal requirements, including section 121.22 of the Ohio Revised Code.
