Plaintiff has brought this action naming you as a Defendants by filing a Complaint on January 9, 2012 in the Clermont County Court of Common Pleas for the foreclosure of liens for delinquent taxes, assessments, penalties, interest and charges against certain real property described in the Complaint.
The object of the action is to obtain from the Court a judgement foreclosing the tax liens against such real estate and ordering the sale of such real estate for the satisfaction of the tax liens thereon.
The property which is the subject of this foreclosure action is as follows:

Beginning at a set magnail in the centerline of McHenry Road, corner to the Goshen Township Trustees (Shiloh Cemetery), said magnail being 1902.27’ northeast of the centerline intersection of Shiloh Road and McHenry Road as measured along the centerline of McHenry Road;

Any person owning or claiming any right, title or interest in, or lien upon, the real property listed above should file an Answer in such action setting forth the nature and amount of interest owned or claimed and any defense or objection to the foreclosure.
An Answer must be filed in the office of the Clerk of Courts, Clermont County, Ohio within Twenty-eight (28) days after date of last publication of this notice which will be published for six consecutive weeks. The last date of publication is May 24, 2012.
If no Answer is filed or you fail to otherwise respond on or before the time stated above, a judgement of foreclosure will be taken by default as to the real property listed in the Complaint. Such real property shall be sold for the satisfaction of the taxes, assessments, penalties, interest, charges, and court costs incurred in the foreclosure that are due and unpaid.
At any time prior to the filing of the entry of Confirmation of Sale, any owner or lienholder of a parcel listed in the Complaint may redeem it by tendering to Plaintiff the amount of taxes, assessments, penalties, interest, and charges due and unpaid on the parcel, together with all costs which have been incurred in the foreclosure proceeding. The Board of Health of the Clermont County General Health District met in regular session on the 9th day of May, 2012, with the following members present: James Hansbauer, president, Andrew Crum, vice-president, Janet Rickabaugh, member, Joseph Khan, member, Mr. Cadwallader moved for adoption of the following resolution:
RESOLUTION TO REVISE LOCAL ONSITE SEWAGE TREATMENT SYSTEM REGULATION 415 TO REQUIRE PAYMENT OF INVOICES IN ORDER TO OBTAIN THE ACCEPTABLE OPERATION AND MAINTENANCE DESIGNATION
WHEREAS, the Board of Health of the Clermont County General Health District has the authority pursuant to Ohio Revised Code Section 3709.01 to adopt such regulations as are necessary for the public health, the prevention or restriction of disease, and the prevention, abatement or suppression of nuisances; and
WHEREAS, the Board of Health of the Clermont County Health District has the authority to regulate household sewage treatment systems pursuant to Ohio Administrative Code 3701-29; and
WHEREAS, the Board of Health of the Clermont County Health District has previously adopted more stringent standards as local conditions indicated such standards were necessary pursuant to Ohio Administrative Code 3701-29-20 (D); and
WHEREAS, the Board of Health of the Clermont County Health District has determined that these previously adopted regulations require modification in order to better manage the onsite septic program and to define the actions necessary to restrict disease and for the prevention, abatement or suppression of nuisances.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Health of the Clermont County General Health District, that the Regulation 415 entitled Sewage Treatment System Rules be revised, effective June 1, 2012 as follows:
415-19 Operation and Maintenance, Basic System Assessments
D) Effective 1/1/2010, any HSTS or small flow commercial system that has been assessed and found to be operating properly for two consecutive assessments and that has not been found in a failing condition at any time between the scheduled assessments and that has not changed ownership during that period will be given an Acceptable Operation and Maintenance (AO&M) designation. In order for an operator to earn the AO&M designation they must meet the following criteria:
1) System must be found in good working order under the health District’s regular assessment criteria with no code violations of any sort cited.
2) No sewage can be found reaching the surface of the ground.
3) Clear access to all components and discharge points must be maintained at all times.
4) All components must be working correctly and easily accessible with no heavy objects on the lid.
5) There can be no broken or missing lids.
6) All outstanding Health District invoices must be paid in full.
THEREFORE, BE IT FURTHER RESOLVED, by this Board of Health of the Clermont County General Health District, that this resolution be published in one newspaper of general circulation that is in the Clermont County General Health District once a week for two consecutive weeks and that the first publication take place no later than 10 days prior to the effective date of the revision adopted herein.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that this Board of Health of the Clermont County General Health District find and determine that all formal actions relative to the passage of this resolution were taken in an open meeting of this Board, and that all deliberations of this Board and of its committees, if any, which resulted in formal action, were taken in meetings open to the public, in full compliance of the applicable legal requirements, including section 121.22 of the Ohio Revised Code.

HOSPITAL FACILITIES LEASE OBLIGATIONS
Notice is hereby given that a public hearing will be held by the Village Council of the Village of Mt. Orab, Ohio (the “Lessee”), on Tuesday, June 12, 2012 at 7:30 p.m., at 211 South High Street, Mt. Orab, Ohio 45154. This hearing is for the purpose of considering the approval of the issuance by the Lessee of tax-exempt lease obligations in a principal amount currently estimated not to exceed $2,200,000 (Two Million Two Hundred Thousand Dollars) (the “Lease Obligations”), pursuant to Chapter 140 of the Ohio Revised Code under a Master Lease-Purchase and Sublease-Purchase Agreement and one or more Acquisition Schedules thereto (collectively, the “Agreement”). If the issuance of the Lease Obligations is authorized, the proceeds would be made available by the Lessee to HealthSource of Ohio, an Ohio non-profit corporation (the “Sublessee”), for the purpose of financing the acquisition of certain real and personal property constituting “hospital facilities,” as that term is defined in Section 140.01 of the Ohio Revised Code, including, without limitation, the acquisition, construction and equipping of a new facility of approximately 12,000 square feet to provide for adult and pediatric patient care with the option to include mental health and women services, and related health care services, all to be located at 1565 State Route 28, Loveland, Ohio 45140 (the “Goshen Project”). Under the Agreement, the Lessee will lease the Goshen Project from Fifth Third Bank and sublease the Goshen Project to the Sublessee.
In addition, the Lessee and the Sublessee expect to establish a new interest rate in connection with the Lessee’s Master Lease-Purchase Agreement and Sublease-Purchase Agreement, dated as of October 1, 2008 (Schedule No.1), originally issued for the benefit of the Sublessee in the principal amount of $2,509,030, the proceeds of which were used provide construction of a new 15,000 square foot health center located in Mt. Orab, Ohio, providing medical services such as family practice services, mental health counseling, obstetrics and gynecology, as well as dental care located on 3.4 acres at the corner of Brooks Malott Road and Mercy Boulevard, Mt. Orab, Ohio 45154 (hereafter referred to as the “Mt. Orab Project”). Under the aforesaid Master Lease-Purchase Agreement and Schedule No. 1 (as amended), the Lessee would lease the Mt. Orab Project from Fifth Third Bank and sublease the Mt. Orab Project to the Sublessee.
NEITHER THE LEASE OBLIGATIONS NOR THE AFORESAID AMENDED MASTER LEASE-PURCHASE AGREEMENT AND SCHEDULE NO. 1 THERETO SHALL REPRESENT OR CONSTITUTE A DEBT OR PLEDGE OF THE FAITH AND CREDIT OR THE TAXING POWER OF THE VILLAGE OF MT. ORAB, OHIO, THE STATE OF OHIO OR ANY POLITICAL SUBDIVISION OF THE STATE OF OHIO. The primary user of the Goshen Project and the Mt. Orab Project is presently anticipated to be the Sublessee.
