NOTICE AND
EXPLANATION OF A
PROPOSED ACTION IN A 100-YEAR FLOODPLAIN
May 17, 2012
To: All Interested Agencies, Groups, and Individuals:
The Clermont County Department of Community & Economic Development has conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential affect that its activity in the floodplain will have on the environment. The project being considered is the
Neighborhood Stabilization Program
Community Housing Improvement Program
and CDBG Small Cities Formula Program
1. Demolition: Located throughout the county and in the storm damaged areas of southern Clermont County. Action will consist of demolishing unsafe residential and commercial buildings that were affected by the storm.
2. Private Owner Rehabilitation: Located in the Village of Moscow. Action would consist of rehabilitating or reconstructing a home on the same foot print.
3. Home Repair: Located throughout the county and in the storm damaged areas of southern Clermont County. Action will consist of repairing owner occupied homes.
4. Homeownership: Located throughout the county and in the storm damaged areas of southern Clermont County. Action will consist of assisting clients with purchase and rehabilitation/new construction of owner occupied structure.
The Clermont County Department of Community & Economic Development has determined that approval of the project will have no significant impact on the environment for the following reasons:
1. Replacement of previously existing structures to current floodplain elevation standards;
2. Construction activities unlikely to result in erosion or sedimentation since sites were already developed; storm water will be channeled to village sewer system;
3. No compliance or mitigation issues were identified.
Any interested person, agency, or group wishing to comment on the project may submit written comments for consideration to the Department of Community & Economic Development at the following address by 5:00 p. m. on Friday, May 25, 2012, which is at least 7 days after the publication of this notice.
