This is notice that the owner(s), or any other person, firm or corporation, having the care of any lot or land within the Village of New Richmond shall cut down and remove there from all offensive and noxious weeds, vines and grass of a height of eight inches or more and any and all weeds, vines and grass constituting a threat to the public health, safety, comfort or welfare. You are to cut and destroy such weeds, vines or grass on your property by the following dates: May 1, May 15, June 1, June 15, July 1, July 15, August 1, August 15, September 1, September 15, October 1, and October 15. On Monday, March 26, 2012, the Board of County Commissioners of the County of Clermont, Ohio, adopted Resolution Number 49-12 declaring the necessity to construct certain improvements for the County Waterworks System in the Clermont County Water Resources Department, Clermont County, Ohio.
The proposed improvements are described as follows:
This project consists of the construction of approximately 874 linear feet of 6” water line and appurtenances along Lindie Lane located in Goshen Township, and will begin at the intersection of Lindie Lane and Fay Road and continue northwest along Lindie Lane to the current northwest terminus of Lindie Lane. The Project is identified as Project Number 6401-60094 known as the Lindie Lane Water Petition Project. The cost of the Project, including construction costs, engineering fees, legal and administrative fees, and all necessary and incidental expenses in connection therewith, is currently estimated at $95,610.00, and shall be paid from special assessment (cash payment or certification to the tax bill) of benefited property abutting on the water line extension or right-of-way in which it is constructed in the form of a Basic Benefit Assessment with the assessable project costs assessed per benefited parcel (total assessable project costs estimated at $67,680.00) and an Improvement Benefit Assessment at the option of the property owner for all improved or unimproved properties (estimated at $16,680.00) or General Obligation Bonds or Notes issued in anticipation thereof pursuant to Chapters 6103 and 133 of the Ohio Revised Code, and a contribution by the County Waterworks System Capital Improvement Fund (estimated at $11,250.00).
Pursuant to Chapter 6103 of the Ohio Revised Code, notice is hereby given that endorsements of and/or objections to the construction of said improvements, the location, and the estimates of cost and financing, and tentative assessments thereof, all described in said Resolution, will be heard by the Board of County Commissioners at 11:00 A.M. Local Time on Wednesday, May 9, 2012, in the Session Room of the Office of the Board of County Commissioners, 101 East Main Street, Batavia, Ohio 45103. At such time and place, a public hearing will be granted by such Board of County Commissioners to all interested parties.
A copy of said Resolution, the plans, specifications, estimates of costs and financing, and tentative assessments for such improvements are on file in the Office of the Board of County Commissioners, 101 East Main Street, Batavia, Ohio 45103 and the Office of the Clermont County Water Resources Department, 4400 Haskell Lane, Batavia, Ohio 45103, where they may be examined.
Property owners to be assessed have the right to pay their assessment principal in cash during at least a thirty (30) day period following passage of the resolution levying final assessments, or property owners may pay their assessment over the assessment period, which shall not exceed twenty (20) years, at the calculated uniform interest rate necessary to pay assessment bond interest as sold.
Written objection to or endorsements of the proposed improvements, the character and termini thereof, the boundaries of the improvement area, or the estimates of cost and financing, and tentative assessments thereof shall be received by such Board of County Commissioners for a period of five (5) days after such hearing.
