Daugherty resigns from Bethel Council

Second resignation in 2010

Bethel Village Councilwoman Mary Daugherty announced her resignation at the Monday, Dec. 20 Council meeting. Her resignation is effective Dec. 31.

Daugherty was elected to her seat in the 2009 general election as a write-in candidate alongside fellow write-in Janice Ireton, and candidates Donna Gunn and Priscilla Johnson. She previously served as village clerk for many years.

In her letter of resignation Daugherty cited time constraints and health issues as her reasons for resigning. She is the second Bethel councilmember to resign in 2010. Former councilman Gary Hutchinson resigned May 25, also citing health reasons.

Daugherty nominated Russ Whitley twice to take Hutchinson’s place after the first vote ended in a tie with one member absent.

As chair of the personnel committee she played an instrumental role in rewriting job descriptions for village employees including the description that allowed retired police chief John Wallace to work as an auxiliary office in the department and place his focus on paperwork instead of patrolling.

Daugherty also worked to re-develop the council rules for meetings which will take effect at the Jan. 10 council meeting.

Council will have one meeting to name a replacement for Daugherty before Mayor James Dick is permitted to appoint a new member on Jan. 20. Dick previously declined to appoint a replacement for Hutchinson in an effort to allow all five members to vote on nominations.

Daugherty did not return requests for comment.
