Felicity-Franklin Superintendent William Shepherd was relatively pleased yet still discontent with an “effective” rating on its annual state report card from the Ohio Department of Education.

“I was excited to see that we had maintained our status as effective, but our goal is not to be effective, we all want and need to be excellent,” he said in his office Aug. 24.

The Ohio report card, which uses many different criteria in determining an individual school district’s rating, uses a total of 30 indicators. At least 75 percent of all students tested, including the many sub-groups such as ethnicity, special needs, and gifted students, must score proficient or higher on the state assessment tests.
